I use
HostGator.com and it has been pretty good. The cheapest is $4.95/month, but the quoted prices are only on extended terms (i.e. 3 years). If you want to pay month by month, it costs a bit more.
I consider them a "very cheap" host, for what you get. Usually what you are paying for is the monthly data transfer (erroneously referred to as "bandwidth"). Cheap services such as HostGator oversell their bandwidth. If you buy a plan with 6000 GB/month, they don't expect you to use close to that much, and so don't provision their resources assuming everyone could potentially use their maximum allotment. For "important" sites, one may not wish to use a host that oversells. But for a little personal site that you don't want to pay too much to support, hosts that oversell are the cheapest.

Another that I have used is
ASmallOrange.com. Their cheapest package is $25/year, so that is more in the "$3/month" range. Keep in mind you are allotted much less resources, so it depends on what you expect to use.
