Could be a matter of the Kings trying to move him outside the division (they wouldn't trade Martin to the Sharks directly) as a 4th seems pretty reasonable if the Flames were interested. Stars must have something going on with one of their other two goaltenders.

Last year Bishop was number one on my list of goalies to acquire, but with him getting injured again and not putting up stellar numbers, he's not a guy I would now feel comfortable giving a 6×6 deal to. Given that all the Stars paid was a fourth-round pick, I suspect that Treliving felt similarly, as the Flames could've anted up more than that had he been the guy they really wanted.

Too soon to call it dropping the ball, if I was LA and my two choices were to trade Bishop to Calgary or Dallas, I would choose the non-division rival even if Calgary was offering slightly more. No need to help a division rival improve.
Trading his rights to Dallas increases the likelihood that they don't have to face him in a division matchup.

That is fine.
I did not particularly want Bishop anyway.
Would rather snag a young goalie or trade for Mike Smith/MAF/Howard. Worried about Bishop turning into Hiller 2.0.
The Flames realistically need a goalie only for 2-3 seasons anyway until Gillies/Parsons are ready to take over the net.

You may need to grab your jump to conclusions mat. It's more likely that the Kings didn't want to trade his rights to an in division rival or wanted an unreasonable price to do so. I mean unless there's some history of Treliving "dropping the ball" on trade targets that I'm unaware of.

I get making the move to get exclusive rights, but man have they painted themselves into a corner with those other 2 goalies still under contract. Don't see how they get out of one of those without sending out picks or assets.

Maybe teams are less sure that Bishop will sign before July silly season begins.
And he will demand a bigger contract, so probably fewer teams interested.

They do have some UFA's coming off the books. They could sign him and bury one of their other goaltenders in the minors (not sure about their contract clauses) for one year or buy out. I tend to think they will get a deal done as they are arguably more desperate than the Flames and may be willing to dish out more money/term.

Stars ownership may be okay with buying out Lehtonen or Niemi.
Buying out Niemi costs $1.5 mil/year for the next 2 years
Buying out Lethonen costs $1.666mil/year for the next 2 years.
Note above $ figures is actual cost to buyout not cap hits.

Burying them in the minors does not save them much cap space anymore.
Those days of burying Redden and Sourey are long gone.

Kings are starting to become kind of annoying. Not Ducks level of hate by any means but they probably blocked any chance of the Flames getting Bishop.
