Rumor has it that since he was drafted (2010) the Caps were trying to get him over to NA, but Kuznetsov refused as he wanted to give himself the best chance to make the Olympic team for Sochi (which was a huge deal for all Russian players). He ended up getting passed over, and came to NA right away that season, playing 17 games for the Caps after his KHL team's season was over (IIRC). I don't think McPhee had any positive or negative influence there that I know of.
However, when you have the best Russian player in the world, and have a couple of other Russians in the pipeline, it becomes a bit easier to attract Russians to come and play for you.
