Don't forget the declining former high end players willing to sign for cheap to get another shot at the cup.
Also the fact that they have to have a revolving door of depth players to accommodate the top end player salaries means that in addition to the well known city & having a competitive team they also have an "opportunity" advantage... they'll always have spots to offer. They're set up sweet (Until Kane & Toews meaningfully decline... they're in for a world of hurt when that happens).
