It shows the criminal elements of the motorcycle gang. Not all Hells Angels are 1%ers. To become a 1%er you have to commit a crime to get entry into the club and continue with their criminal elements. Non 1%ers are usually guys who join to be part of the brotherhood and ride together. Those guys are jumped in and usually spend a week in the hospital recovering.

Fair enough, but looking at the various chapter logo's there are a lot that have integrated the 1% logo into the patch.
The Quebec Chapter for example, or the California chapter incorporate the symbol into their patch.
So the guys that go to join those chapters know that they're not just riding bikes on the weekend and are looking for entrance into a criminal organization.
