Virtually every non-Verizon LTE phone in North America supports the B and C blocks at 700 MHz (except for the Rogers LG Optimus G) since those are the blocks used by AT&T for its primary LTE network.

The question will be who wins those blocks.

If wind gets a block of the 700mhz spectrum, how long would it take before it would be available to customers?

IIRC, it takes 2 blocks of the new spectrum to build a proper network based on the 700mHz band.

Yup, but there are seven blocks of spectrum in each area being auctioned off. 5 blocks of paired spectrum and two blocks of unpaired spectrum.

It's such a confusing mess though. I've almost ended this post a couple times now but deleted information that I wasn't 100% sure on as adding confusion would only hurt.

For a while this summer, the incumbent carriers were beating the drum over a potential spectrum coup committed by U.S.-based Verizon Wireless. Under the current rules, telcos with over 10% wireless share are only allowed to bid on one spectrum block per region; all other bidders are welcome to two. Verizon was rumoured to enter Canada and scoop up more spectrum than the other guys, potentially picking up WIND Mobile and Mobilicity in the process.

The whole fear exercise came to naught, as Verizon’s CEO claimed his company’s rumoured expansion into Canada was “way overblown.” Indeed, according to Jeff Fan, a Scotia Capital analyst, no U.S. carriers are taking part in the upcoming 700Mhz spectrum auction. Initial bids were due earlier this week, and on Monday, September 23rd, we’ll find out which companies are in the race, but little else.
This could actually be a good thing for Wind Mobile. Telus, Bell or Rogers can only bid on one block of spectrum per region, Wind and the smaller guys can bid on two.

^The CRTC let Robellus have free reign for way too long and now there are far too powerful. Hopefully there are other competitors that are in the market and Robellus doesn't drive the price of these blocks out of reach of WIND and others.

Doesn't mean companies from places beyond the US make a play either.

The list of bidders that made it before the Sept 17th deadline is out. There are some surprising names in the bidder list, some I don't recognize at all. Doesn't sound like any of these have the capital to get two blocks and break the Robellus Oligarchy.

Bidders are as follows:
Quote:
  • 1770129 Alberta Inc.
  • Bell Mobility Inc.
  • BH Wave Acquisition Corporation
  • Bragg Communications Incorporated
  • Feenix Wireless Inc.
  • Globalive Wireless Management Corp.
  • MTS Inc.
  • Novus Wireless Inc.
  • Rogers Communications Partnership
  • Saskatchewan Telecommunications
  • TBayTel
  • TELUS Communications Company
  • The Catalyst Capital Group Inc.
  • Vecima Networks Inc.
  • Vidéotron

The equity firms, Birch Hill Equity Partners Management Inc. and the Catalyst Capital Group Inc, entering comes across as shady to me. Seems like something Telus, Bell or Rogers would use to hoard spectrum. Set these guys who to make bids and win blocks of spectrum but never use them and transfer them to the big companies when it's legal to do so.

This spectrum shouldn't be difficult to roll out once the auction is complete so I hope there are set time limits being imposed by whoever wins various blocks in each region.

The upcoming 700 MHz spectrum auction — what some call the “beachfront property” of wireless — is happening on January 14th, 2014. This sought -after spectrum can easily reach remote areas (with fewer cell sites), is cheaper for carriers to deploy, and has the ability to penetrate through thick walls in buildings, thus reducing dead spots.

A month ago, Industry Canada released the final list of bidders who will duel it out for this heavily desired wireless space. The usual suspects were there, including the Big Three; the regional carriers like SaskTel, Eastlink and MTS; and Globalive (WIND Mobile). In addition, some new players made the cut, namely Mobilicity founder John Bitove’s Feenix Wireless. Since releasing the list, some of the bidders many have dropped out for unknown reasons, specifically BH Wave Acquisition Corporation (Birch Hill), Vecima Networks Inc. and 1770129 Alberta Inc.

Late last night, another bidder opted out: Toronto-based private equity firm, Catalyst Capital Group, which happens to be one of Mobilicity’s largest bondholders. The company declined to comment on why it decided to not to participate in the upcoming auction, but perhaps patience ran out for the space, or there is a plan B in place.

How long after the auction do you think this spectrum will be up and running for the successful bidders? Is it a matter of weeks, or more like months?

Might be years, minimum of five years, maximum of ten for the majority coverage. We'll probably see something within a year I'll bet.

When can we expect to see new services rolled out by the winners?
The Government of Canada expects licensees to begin rolling out services to meet the needs of Canadians in a timely fashion. At a minimum, the Government requires all companies that acquire 700 MHz spectrum licences to deploy to 20–50 percent of the population within 10 years, depending on the area.

In addition to general deployment conditions, Industry Canada has also set strong rural deployment conditions—the first of their kind in Canada. Bidders that win or get access to two or more paired blocks of spectrum in the 700 MHz band have special coverage requirements. They must bring the next-generation services they'll roll out using the 700 MHz spectrum to at least 90 percent of the population covered by their 2012 HSPA network within five years of receiving their licence, and 97 percent of the population covered within seven years.

It won't take more than a year to update the existing LTE coverage to 700mhz. The problem will be the rural coverage. My guess is they take the full 7 years to deploy LTE in rural areas simply because it isn't as good for the bottom line and they can space out the capital investment over a longer period of time.

All eyes on Wind Mobile as 700 MHz auction about to start

http://www.itworldcanada.com/article...-auction/88179
Quote:
You’ll read a lot of facts and figures about Industry Canada’s 700 MHz billion-dollar spectrum auction, which starts Tuesday. But the focus of many in the telecom industry will be on how much Wind Mobile gets.

That’s because Wind is the only bidder with ambitions to be a national carrier and challenge the big incumbents: BCE Inc.’s BellCanada, Rogers Communications and Telus Corp.

If Wind — which started signing subscribers in Ontario in December, 2009 and spread to B.C. and Alberta –can’t get a lot of spectrum, industry analysts believe it can’t continue to seriously challenge the Big Three.
Quote:
Up for grabs starting tomorrow is what everyone calls the best spectrum the government has ever offered: Ideal for data-hungry smart phones, spectrum in the 700 MHz band — with mobile devices that can use it — penetrates buildings better than the frequencies used now, meaning handset signals won’t automatically slump when going into a structure.

For carriers, signals in the 700 MHz band travel farther, meaning fewer antennas and towers are needed to cover a given area. That could be a significant cost saving.
Quote:
unlike the 2008 auction, where the government publicly released round-by-round results, there will only be silence from Industry Canada until the bidding is over and the results certified.

That means there won’t be any of the daily excitement — and speculation on bidder strategies — of 2008, as the industry watched the bidding go up and up and up.

Even bidders won’t know this time who is bidding on what.

The government’s aim is to make bidder focus their attention on what they want, not on what competitiors’ strategies are.

Auction starts tomorrow, could go on for several weeks but unlike in 2008 nothing will be known until 5 days after the bidding has ended and winning bids certified.

So basically, cya in a month.

Wind has pulled out of the auction

http://m.theglobeandmail.com/report-...service=mobile

Quote:
Wind Mobile is dropping out of the 700 megahertz auction after its foreign investor yanked its financial support to buy licences for those airwaves – a development that deals a devastating blow to the federal government’s efforts to ensure sustainable competition in the $20-billion wireless market.
Quote:
Without Wind’s participation in the auction, Ottawa lacks a sustainable fourth player in the key markets of Ontario, Alberta and British Columbia. That’s because Wind was the only independent new-entrant carrier to register for the 700 MHz auction. Mobilicity has been languishing under court-protection from its creditors since the end of September, while Public Mobile was sold to Telus Corp. late last year.

Without 700 MHz licences, Wind will grapple with a spectrum crunch that will hobble its ability to compete since it lacks the critical ingredient to build a next-generation long-term evolution (LTE) network that provides faster data speeds to smartphone users.
