never happen before?! Weren't there trades ahead of the 1999 and 2000 expansion drafts where teams could flip assets to the new teams in exchange for their agreement not to select player X?

EDIT: for example:

San Jose traded Jan Caloun, a ninth-round pick (Martin Paroulek) in the 2000 NHL Entry Draft, and a conditional pick (Aaron Johnson) in the 2001 NHL Entry Draft to Columbus on June 11, 2000, after the Blue Jackets agreed not to select Evgeni Nabokov.

that was two weeks before the actual expansion draft.

A lot can change in one year. And LV will be looking for a young guy who they think will do well under a more experienced starter/s. Also, they will be looking at $$ and how to work the cap.
Clarity on his status please, NHL.

Not sure why everyone is so worried about Wideman's NMC. Whether you need to protect it or not you just request that he waive it. There is no reason he would refuse as he has no obligation to sign there even if they actually picked him.

Besides, what is the worst Vegas could do to him? Fly him down for a little trip to convince him to sign ala the Coyotes and Goligoski...

Interesting wrinkle:

Las Vegas has to reach the salary cap floor for 2017-18. They'll have to take at least $48.3M in salary during the expansion draft.
I'd guess that means of any task convinces a high priced NMC player to waive they'll take him to get to the floor

well in the OP it says "60-100% of the salary cap". 60% of next year's cap ($73m) is actually $43.8m, not $48.3m.

This is my thoughts as well, but my hesitation is that there is no way that Las Vegas is actually going to pick the three best Goaltenders available. Since one will have to be sent down, they will want a prospect there, and not someone on a big contract.

Even still, building a team from 8th forwards and 4th D's isn't likely to be that high

In the last draft, didn't the new teams get traded different assets in return for not selecting a player in the expansion? Or something along those lines?

Didn't Minnesota select 6 goalies and trade a few for picks (Mike Vernon)?

Obviously not an option for LV.

Also looks like the NHL doesn't want LV to draft a tonne of young players. They want them to try to win quickly.

Why not an option? They need to select 14 f, 9d, 3g and they have to select 1 player from each team.

Gives them 4 spots to pick whatever position they want.

Yup. Officially, the trades are "player x for future considerations". But under the table is "we'll trade you player x for a promise not to select unprotected player y".

actually since they have to choose 3 I think it increases the odds that Gillies gets taken if he is exposed. The 3rd goalie will be for their AHL club and having one that is waiver exempt with high potential would be perfect for them.

Stajan, Bouma, Jooris, Jokipakka, Ortio. Your 16-17 Flames expansion bait.

Bouma will be a UFA, Jokipakka a RFA and who knows if even Jooris or Ortio will even be Flames this coming season.

Will the protected lists be made public? Would be hella fun to do a mock expansion draft

Is there a limit to how many players can be picked from one team?

I think it will be up to each individual club to publicly release their lists like they do with qualifying offers

Regulations Relating to Expansion Franchise
* The Las Vegas franchise must select one player from each presently existing club for a total of 30 players (not including additional players who may be acquired as the result of violations of the Expansion Draft rules).
