I guess with one good season, everything can change. Winnipeg will make the playoffs next year, so they could move up from the bottom. Edmonton will continue to rise, as long as they are doing well. I can see Buffalo falling back into the bottom five, if they fail to do anything. The Islanders, with the fact that they may be homeless, could move them into the #1 spot. If Karmanos sells the Canes to a city outside the Carolinas (i.e. Quebec) that could move the team into the top 3. I don't see it as a given that the Jets will make the playoffs next year. They play in what is arguably the toughest division in the League and have a fairly marginal defence and a hole in goal. They look to be the very definition of a bubble team, and I don't believe that anything short of becoming a perennial Cup contender will do anything to improve their reputation as a terrible destination for UFAs. It may not be fair, but the Jets have a massive obstacle in this regard that dwarfs even other (not as) small market Canadian teams like Edmonton, Ottawa, and Calgary.

It's not a big assumption to think that a player will have more than one offer at a similar price.

I'll be surprised if Edmonton would be one of the least favorable places to play for in the upcoming years. I think going forward, the Oilers will be a Cup contender and a championship team within the next few years. Even if McDavid asks to be traded, the Oilers will still gain back back talent to keep the team moving forward. As much as I hate saying it, the Oilers truly won the biggest jackpot in history besides the Pens.

It's not as though players won't agree to go there, but a lot of these lists are just places you want the choice of living there. Don't want to have no choice, especially those with a family that are from an American city or even just a major city

Same with some Midwest US places as well, it's just preference that people generally like to live on the coasts

They will probably face more obstacles in that it's hard to imagine them going injury free in their forward group (already a key injury on defense) again and the schedule will be more difficult and teams in general will be more prepared to face them as they won't catch anyone off guard. Oilers fans and media are going to have big expectations and it's easier to win when you are having fun without the burden of high expectations but the fun will end for them next season. If Talbot has any struggles or gets injured for a while they will be in massive trouble.

Calgary is just as likely(perhaps slightly less than Edm or Wpg) to be on that list as well, especially if you are used to an American or a major city.

No, they'll be lucky to finish with as many points as they did this year, but they wouldn't be lucky to make the playoffs. Barring a catastrophic season they are a playoff team, likely jostling with Calgary for 2nd/3rd.
