I don't have much faith in the NHL or their officials either, but it would sure be nice to see Gaudreau able to play hockey without the several dozen cheap shot slashes he gets from losers who have no other way to defend against him.
Crazy idea, but maybe the sticks should only be used to play the puck? Pretty easy to take the ambiguity out of it - any stick contact that is not an active attempt to play the puck is a penalty.

If your stick blade touches the glove or arm, it's a penalty. Pretty simple and no interpretation needed. I've been playing hockey for 30 years and can count on one hand how many times I've ever had to do it. It absolutely doesn't need to be a part of the game.

I think fans would be good with this.
We will see if the NHL has the will to enforce it.
About damn time. But hey, why don't they have refs call the entire rulebook while you're at it? As much as I've been bitching about slashing, no rule should get to a point that it needs extra enforcement

We have to make sure offside is called accurately to the millimetre, even if it means rewinding the clock by a minute and delaying the game for 10 minutes to call back an otherwise great goal, but penalties need to be left up to the referees' discretion or we'll ruin the game.

I'm getting deja vu from the crackdown on slashing from 2006. Let me guess, it will be called in the regular season, the standards will drop in the playoffs and continue onto next season, then 10 years later slashing will be worse than ever.

Hockey needs to start training generations of players, coaches, and officials from the grassroots up that the job of hockey referees is not to "manage the game". It is to call penalties in accordance with the rulebook.
