I haven't played WoW in years, but if it's anything like it used to be, it is incredibly CPU-heavy, especially in Raids. I had a pretty top of the line unit back then, and it still lagged even in 10 mans due to the poor coding (Cata era).

I haven't played WOW, but as PsYcNeT mentioned, it's a very dependent on the single thread performance of the CPU so you may not be able to do anything about the slowdowns in the boss battles without upgrading to a modern Intel 4+ GHz CPU.
As for loading time, from what I've seen the best upgrade would be a SSD. More RAM may be helpful though probably not until you load an area at least once; but with DDR3 memory prices not likely to drop anymore (any probably increase) if you plan to keep your current system now may be a good time to go to at least 12 GB for improvements in general usage.

Hardline? I'm not sure I have enough patience to ever do one considering I like swapping out parts and rebuilding every few years.

I do part swaps every now and then, so it's a tough choice, cause honestly if I go hard line its going to be a labour of love to make it look sweet, and I doubt I'll want to mess with it after.

Did I miss the boat on RAM? Looks like prices jumped since that last time I looked. Regardless, I think I still want to upgrade. What's a good make to buy these days? Have had good luck with Kingston over the years. This will be for my gaming rig.

I don't think brand or even speed of RAM really matters a whole lot these days unless one is heavily into artificial benchmarking (assuming a reputable brand anyway, Corsair, Kingston, G.Skill, etc). I'd get the brand with the best warranty for the price, then the fastest for the price.
Unless one wants a specific look or LEDs or something.
I got these ones last time, they were $220 at that time tho.

Pretty much what photon said.
I would add that if you have your mobo already picked out you can check it's RAM compatibility list to see whats "approved". It's not as big of an issue nowadays but it's always nice to know that the RAM has been thoroughly tested with your mobo.

I'll believe it when it's released, reviewed, and benchmarked.
I hope Ryzen and Vega are game changers. Intel and Nvidia have had their respective markets cornered for far to long.
I would probably never buy amd but the market is stagnating.

Honestly I gave to give AMD some credit. I've been super happy with my 480. I've been playing both BF1 and Civ 6 on ultra settings and haven't noticed any stuttering or tearing whatsoever.

For me, it's G-Sync (or FreeSync if you run AMD) or nothing, so an
ACER Predator XB241H 24in Full HD 165Hz - $560
would be my minimum, note however that it's a TN panel monitor (not as vibrant as IPS, blacks aren't as deep) and only 24in/1080p.
Personally I'd save up a bit more and go for a
ASUS ROG Swift PG278QR 27in WQHD 165Hz - $930 (1440p)
or
ACER Predator XB271HU 27in Widescreen IPS - $1k (this is what I have, 1440p)
For another $50-$60 you can get the 4K model of both, but you'd need to have a GPU that can run well at 4K first.

I'd prefer a 27" so I think I'll free up a bit more cash.
I currently have a 1070 installed - not sure if thats enough HP for 4K.

G-sync, 1440p, 144Hz (165Hz OC), 1ms response time, TN panel. It's $530 right now, but I paid $480. Really good bang for your buck and checks all the boxes. Only downside I suppose is it's a TN panel. But IPS is in another price bracket entirely. I think it's a fantastic gaming monitor. I am very happy with it.
