I have this game and it's awesome! It's pretty easy to get going once you finish the tutorials. You can also download user-made levels from their online store.
Honestly that impossible level above looks so ridiculously hard that I wouldn't try it more then twice. A lot of the levels I've downloaded are like that and just aren't that fun. I'm also hoping Nintendo does some sort of contest and releases the very best ones that are actually playable and seem like legit Nintendo quality.

I've heard that most of the levels are troll levels, half finished or just not even fun. Is this true? How many levels would you say you've tried that were actually Mario quality? How many were fun? How many were challenging but not over the top?

It is a bit of a mixed bag.
I mostly like creating my own levels though, and try to match Mario quality.
A big thing right now is self completing levels, where people have very complicated levels that get solved without hitting a button.
Lots of very difficult levels that are kind of annoying.
Also lots of theme levels that are themed to some of the amiibo characters.
You do get the odd one that is a traditional look at Mario though.

Too unlock all the amibos and other characters you need to play the 100 Mario Challenge, which is beating 10 user created levels picked at random
You get a lot of boring or bad levels, with the odd fun level mixed in. The best way to play the top notch levels is searching through the level rankings
I haven't put much time into creating levels yet but I've had a lot of fun with the game. I recommend anyone with a WiiU pick it up
I've been keeping an eye out for well designed levels, and have been Starring them as I go. I'll try to dig them up from my Starred list and post them here.
I mainly play Mario Maker to see the cool ideas and well designed platforming levels people make. It can be tough to dig through the crap but it's worth it. Puzzle levels can be interesting too.
I've spent a bit of time playing this. Overall, the levels are as good as the designer makes them. Nothing has quite come close to traditional Nintendo designed levels, but some are quite entertaining. The most amusing thing to me are the mystery mushroom cameo levels.
I played the 100 Mario challenge for a bit yesterday and it was a mixed bag. It gives you a selection of random levels and you have 100 lives to get through them. Some levels were fun, while others were frustrating troll levels that had doors opening into to pits. I'm hoping that the level quality will get better the longer that this is out.
I also tried making a few normal courses. The interface is quite easy to use, but levels turned out to be quite bland and boring. More than anything, it made me appreciate the care that is required to design a decent platformer level.

This is an interesting point. Right now, what do people consider "bland" or "boring" in Super Mario Maker. Right now everyone is focused on making gimmick stages or really difficult stages, so some people will consider a decently made stage "bland" even if it's done well, but doesn't have these gimmicks.
I hope that more people see through that and eventually more solid platforming stages show up in the featured/starred lists.
As for someone like PangaeaPanga (the guy who did the level in the OP's youtube video link) who has been doing Super Mario World romhacks for years, I fully expect him to keep making insane levels because that's what he does best. Look up "Super Panga World" on youtube to see some of his romhacking skills (hopefully Nintendo hasn't taken them ALL down yet).

Personally, I'm not a big fan of how auto levels and Kaizo levels are so popular. And of the latter, most aren't even Kaizo, just poorly constructed levels where you can only really solve by dying repeatedly. But there are some great levels buried.

I've been spending some time trying another level idea since my first one ended up being way harder than I expected (clear rate of only 5%!). I'm hoping this one is more friendly and more fun for everyone.

I've created a level where the boss fight is mandatory. (I think). If you mess up you can take the warp pipe and try again. The ID is 135F-0000-008F-0945. Let me know if you think it was a good idea.
what is with the auto levels? The ones where you do nothing and it basically completes itself. I understand the effort in designing them but they are all the most starred levels and you do absolutely nothing to complete them.
