Default Fishing licence

There are four people in a boat with three rods being used by three people with fishing licences. The fourth person has no licence and does not fish. Can he be ticketed for possibly fishing without a licence? I've heard that he can be ticketed if there are four rods as it could be argued that he could have been fishing without a licence.

They will be watched and if the person is using the rod then they will be ticketed. It's not uncommon to have multiple rods on board with different setups. If they are not fishing there is nothing to worry about, treat the fish cops with respect and you'll normally get a positive experience and often will tell you of areas that hold fish.

This x100000000...every single encounter I've had with F+W has been awesome. They've always asked us how things are going, to see our licenses (fish or hunting) etc. and we've always been treated with respect. They've also pointed out a couple holes or spots for critters once the formalities are done. Those guys dont get nearly the support they need and they have a vitally crucial job IMO.

Pretty sure if there are four rods someone will be getting a ticket as the only time you can have more than one line is if you are ice fishing.

The first General sportfishing Restriction is:

It is unlawful to use more than one line when angling into open water.

If there are only three rods, and you are legitamantly not fishing, you should not be bothered.

Line in the water is different from having the rod on the boat. If your using all 4 obviously an issue. I've had 6 rods in a boat with 3 ppl on many occasion with one just snapping pictures and no license.

That is correct. I almost always have two rods with me so that I can get the second in the water more quickly when I land a fish.

I read 4 rods in a boat as actively fishing 4 rods.

Yes he can be as you're only allowed one rod per person and they'd assume he was the one using the 4th rod.

You must be caught fishing with it. Most of us serious fishermen have a lot of rods in the boat so sorry that based on many theory rods doesn't fly and I have discussed with fish & feathers. You must be caught in hand.
Saying that they sit on top of ridges etc. with their scopes quite often without you knowing and watching and catch many people so don't assume they are not there.
