Left turns on red are not permitted because even though it is one way to one way, they are crossing a vehicle lane(the cycle track). This is expressly prohibited in the Alberta Traffic Code. Like I said, I've contacted Roads dept about this and their opinion is that a double red does enough, despite at numerous other locations also having a "no left on red" sign. They are sending mixed messages to drivers by not being consistent. I've almost been hit multiples times in this spot, so it obviously is not sufficient. I have also contacted my councillor, but I guess that wasn't enough either. I suggest bringing it up if you can, maybe if enough people do we can get it fixed. Or not, because f### the roads dept.

They most certainly should be signing these. I've watched a ton of drivers obviously unsure and then tentatively taking the left. It is creating confusion for sure.

Is that actually a rule? I've never heard that before. I just thought double red was for redundancy in important locations.

I've almost been hit many (more that you I bet) times by bicycles who are riding in pedestrian only areas... who do I call to complain about this?

Double red is the same as single red, I'm not sure why they do it. Maybe it means REALLY stop? I know I read this worded differently elsewhere, but the driver's handbook says this:

This turn is only permitted after the vehicle is brought to a complete stop before the stop line or crosswalk, and if the turn can be made safely after yielding to other traffic.

Now, that isn't entirely clear, because the roads are both one way, but there is a 2-way cycle track between them. Even if it was one way, it wouldn't make sense. Think of it this way, if you had 2 vehicle lanes, you couldn't turn left across the other one unless the inside lane is a turn only lane. They cycle track is not, so you can't cross it. It's the reason they are signalled separately. To allow for all movements.
