That makes sense, an objectionable conduct penalty is almost equivalent to signally a penalty by a player.

What a BS roughing penalty, Rainey had just stepped on the sideline and it wasn't even much of a hit. Brutal job by this officiating crew tonight.

McManix still pushed him while out of bounce BUT Rainey wasn't called when he punched McManix in the head while he was down.
