Has anyone launched a boat at Bearspaw Dam and headed upstream? And since heading NW from that point is beyond city limits, are outboard motors allowed?

I just moved out to Diamond Valley and am looking to get into fly fishing this summer with the Sheep River right nearby. I figure I'll just get some equipment and a license and go out and practice casting until I get the hang of it.
I have hip waders that I inherited from my dad, but what should I be looking into getting as a beginners kit?
