We used a cell signal booster in a metal building I worked in once, worked awesome, but they're lots more than $100 ($500 or so I think it was).
The idea is you have an antenna on the top of the building and then a wire runs inside to a repeater inside the building.
Not sure how much help that would be to you though, the antenna on the repeater is better on your cell antenna, and it does have a height advantage, but it's not guaranteed to help if the signal where the antenna is is really bad.
Something like this maybe, no experience with that specific model.
