This is gonna be the nicest AHL arena ever when they eventually get a team. But unless whoever wants to bring a team there is willing to get hammered, and I mean hammered, in a relocation or expansion fee, then this is a pipe dream. Toronto and Buffalo will not let another team come into the area to dilute the market. The Leafs aren't giving up the monopoly either.

I think they would be far enough away from Buffalo that they would have no say.
As for the Leafs, I am not sure their claim would stand up if challenged. Don't forget, the Leafs at one time tried to block Vancouver from getting a team as it was part of their territory. Exclusive territories are created by the parameters of the time. The demographics of Ontario have changed a lot since the Leafs were given all of Southern Ontario. They don't even have the potential to tap the whole market anymore.

For what it's worth the NHL denies there are plans to expand to 32 teams.

With Bell and Rogers both owning the Leafs, I could see one of them moving over to own the new expansion team and selling their Leafs share. This would solve the territorial rights and no Buffalo has no claim to territorial rights, they are outside the Toronto limits.

Bell and Rogers have a lot to gain (in ratings) from a second team in the GTA whether one of them owns the team or not. It would be interesting to see what the Leafs stance is from this new ownership group.

Exactly. I suspect the fee for a 2nd team to MLSE can be paid in money and a long term local broadcasting deal, which is what the new MLSE owners care most about anyway.

I don't really get this. Having potential relocation cities in their back pocket is to the NHLs benefit. It gives teams more bargaining power with their arenas and municiplaities when the threat of moving actually means something.

Markham Arena + Solid Ownership = Markham NHL Team
If the Markham arena gets built, and there's solid ownership, it's only a matter of time before they get a team. The Leafs exclusive market is a hurdle to get over, but it will be cleared - they can't block a team outright, especially if the other clubs are in favor, and they will be as the money gets better for everyone with another team in the GTA. The money wins every time. Too many compelling reasons once arena+ownership is resolved. Does anyone doubt that the GTA can support 2 NHL teams? It's the centre of the hockey universe. It will get done. Oh and Quebec City too. Either the NHL relocates 2 teams or it expands to 32, it doesn't matter. Canada is hockey's heartland - there simply needs to be more NHL teams here. With the dollar at parity for the foreseeable future, the future looks fantastic to expand the NHL footprint back to where it belongs - Canada and the Northern US.

Never really understood why Bettman gets called out so much for trying to keep teams where they are.
Not too long ago, Calgary, Edmonton, and Ottawa were all on the chopping block. Also, the expansion to the South happened before he became commissioner. The only teams that he would have approved are the Winnepeg Jets, Minnesota Wile, and Columbus Blue Jackets.
All Northern teams with a proven hockey history.

Gillett is no longer an NHL owner and was advising Markham not the NHL.

Bettman has moved into Nashville, Columbus, Atlanta and Minnesota. Any expansion is a gamble so I wouldn't blame him completely for the failure in Atlanta or the so so results in Columbus and Nashville.
As for keeping teams in Calgary, Edmonton and Ottawa, these cities had supported their teams in the past, and made money while the main reason for their troubles was that the Canadian dollar went in the tank. Phoenix doesn't have that excuse as they have never made money and their dollar is fine.
