ECHL signings, just to be clear does this mean only 0 years left ECHL'ers and that you are still allowed to be over the 15 player limit or does all ECHL signings need to be completed
Second question
I have Sam Reinhart who I will be signing regardless of the answer. But could I not sign him and have him sit for a year without loosing him. He's my 3rd best forward so I will be signing him I'm just looking for a ruling if i run across this in the future (yes I understand rules can change just asking what the current thinking is)

On your first question yes the deadline is for guys needing to be signed only (ie 0 years left in the ECHL)
And on your second question you aren't required to sign Reinhart since he has 1 year left. You could sign him now? Mid season or next year.

He should be part of this rule should he not, one of the reason why we are trying to prevent teams from hoarding
RECALL WAIVERS
This one confuses people each year so ask questions if confused. This is regarding this rule. You must recall any player that is at or above the recall threshold by July 22. Otherwise they go on waivers when being recalled. For 2016/2017 those thresholds are 68 for F/D and 72 for goalies. You may notice that the rules on the site say these guys must be recalled by pre-season, but we changed this last summer to prevent teams from stashing players. I need to update the official rules.

To clarify a question that has apparently come up.
You do NOT have to call up someone above the ratings threshold - but if you don't - that means that you have to keep them in the AHL the entire season. If you forget - they would hit waivers.
This does NOT apply to ECHLers who are unsigned. You can sign them when you want, and if they are above the ratings threshold, they would be placed on your CPHL squad. If you send them down, they would then be waiver eligible upon recall.

Awe man...I wish I knew that before bringing up Ullmark. That's the only reason I moved him to the CPHL. Easy to see why there could be confusion, but happy to know for next year.
