Violent Sex Offender on lam in Alberta

He's apparently supposed to be in Edmonton, but they have no idea where he is. Take a look and be sure to report it if you see him.
From the article:
Documents from the National Parole Board paint a picture of Natomagan as a dangerous and violent offender who has benefited little from programs or counselling, and has “a high degree of comfort with (his) sexual deviant behaviour.”
...
A recent psychological assessment referenced by the board described Natomagan as highly impulsive, with substance abuse issues, little respect toward his previous victims, and a lack of remorse. The documents say he has no support in the community, and has shown poor compliance with supervision.
...
Natomagan has more than 60 previous criminal convictions. The most serious relates to a brutal 2002 attack on a sleeping 10-year-old child, who was sexually assaulted and choked unconscious. The child was seriously injured in the attack.

^^60 convictions? what on earth is this guy doing out of jail? I am starting to like the idea of 35 years before parole. The parole system is completely unaccountable.

The biggest concern to me is that there is a guy:
with a high degree of comfort with his deviant sexual behavior
with substance abuse issues
with no support in the community
with a history of attacking children and random victims
who has poor compliance with supervision and is currently on the run
it's a ticking bomb.

This has nothing to do with the parole system. The guy served his entire sentence. If you want to talk sentencing that is a different conversation.

Yup. Or more specifically, talk 'dangerous offender tag and when it should and shouldn't be applied'. The DO tag, in this case, would have allowed the parole board to look at whether he had a high likelihood of reoffending, and choose to keep him imprisoned. Based on the parole board's description of him, it seems highly unlikely that they would have let him out if they had the power to keep him (which they didn't).
From what I can tell, the crown applied to have this guy tagged as a dangerous offender back in 2012; the judge overruled, the crown appealed, and the appeal was dismissed. IMO, the blame in this lies with the original judge in not applying the DO tag, despite strong evidence from the court-appointed psychologist that he was in high percentiles in multiple tests that indicated likelihood to re-offend. The judge ruled that there was 'reasonable possibility of eventual control of the risk in the community', and that this was enough to classify him not as a DO, but as a Long Term Offender.

Yeah, some people can't be rehabilitated. No reason for not applying the DO to this guy and keeping him in prison. These are the types of decisions that judges should be held accountable for.

Fricken BS. He's convicted in 2002 for beating and raping a 10 year old, only gets four years for that, then in 2008, he does it again to a 16 year old, and only gets five years?
See, it's stuff like this that makes me angry about the weak justice system we have. For all the threads we've got here on this site where we debate what's fair, it's cases like this where IMO, the first rape should have been more like 10+ years, and the second one should have resulted in life in prison. IDGAF about rehabilitating someone like this. This is a guy I'd rather got tortured in the general population in the worst prison we have.
F*** that guy. He shouldn't be free. Never.

I guess I also have to ask why our government passed a massive crime bill that upped sentencing for growing pot but did nothing to change punishments for violent sexual assaults. Really shocking priorities, IMO.
