Is that accurate (in practice)? I've seen a good number of fences perpendicular through a Utility RoW (for example on the side of the house when the RoW runs the length of the house. I've had 2 properties with such a case, and imagine it must be common (and havn't seen any easements relating to them) just knowing how most lots are setup. Never heard a peep on RPRs, city approval, and havn't seen easements for that on them. These are developer installed fences too (perhaps rules were older in those days).
edit: As well, in the City rules, how is the maximum gate height over 8 feet, but the maximum fence height in any case only 6'6"? Seems a bit odd
