If anything they could potentially do a Canada/U.S. bid.
Vancouver, Seattle, L.A. + as Western venues.
Toronto, New York, Chicago, Boston as Eastern venues.
You pretty much need 8 world class soccer stadiums to host a World Cup, not sure how Canada makes that work.
