I can dig it. The east/west will need to be balanced and the west could geographically use a couple more teams sprinkled in. Enough of these borderline eastern teams residing in the western conference.
It makes travel in the west a tiny bit closer (esp those in the PAC) with more teams up and down the coast. And Vancouver won't be quite as isolated.
