I'd pay a licence if it came with rofr on my choice of 3 non-flames events each year. For 3 high demand concerts could probably make $100+ per ticket, which covers the cost of a $5-10k PSL.
Another alternative would be if the flames charged a $50 arena ticket tax on high demand concerts. Still cheaper than going to see artist play elsewhere (like flights + hotel in Vancouver). And assuming 5 good concerts per year would raise ~100m over life of arena
