The IV's on legendaries are the same as egg hatches. Anywhere from 67% to 100%.
I've caught an 82, 80 and 75 Articuno, and a 98 and 91 Lugia.
Max CP for Lugia when caught is 2056, Max CP for Articuno is 1676.
I spent about 60 rare candy to power Lugia up. Waiting to see if I get a better Articuno before I spend more.
