Back in the mid 00's they had a good program where you actually got a home energy audit(which is way more in depth than this-like pressure checking the home for leaks) and they covered some or all of it if you did some suggestions. I got a new furnace, with a pretty big rebate(over $1000) and did some other stuff that got other rebates. It was a good program. This sounds like a very mickey mouse version of it.
