Not being an art guy, what makes it "well executed"? How would I inherently know this without all the written backstory and context? And why is generating controversy important for a highway-side art installation? It might just be me, but I'd rather say "wow, that is really cool / beautiful / relevant / powerful ... " than "WTF?"
