Buying ships with real money is something they're only doing for the initial fundraising, that option will disappear when the game goes live and you'll only be able to buy ships with in-game credits. There will be an option to buy in-game credits with cash, but you'll only be allowed to buy so many within a certain time period
Star Citizen will be way less hardcore than Eve, Chris Roberts has said as much. It's way more focused on ship combat and there won't be any RPG elements involved (your character is basically just an avatar, any upgrades or "leveling up" will be for your ship only)
