Well if the object wasn't carrying a transponder ATC radar at best would have only got a hit on a primary target with no altitude/speed information. This primary radar (unless things have changed) is the "Golf Ball" located just NE of YYC. In cases like this a controller may issue an advisory to a flight nearby so they can look for it.
