Need the Avgeeks, but my guess would be a plane heading directly at you, banking to its left to adjust course, then banking back right to head directly at you again. This would give the illusion of it standing still, then moving in a straight line to the right, then standing still again. Since you were looking west the light was likely just the setting sun perfectly reflecting off the bottom.
