The bathroom fan helps with controlling humidity in the bathroom, which helps prevent mold. Other than that it is mostly a minor annoyance, I don't have a fan in my current bathroom and the only time I notice it is when I have had tacos the night before.
As for drilling through your foundation, it shouldn't be needed. Should be able to get through your wall above the foundation, between your floor joists.
