this is where goat conversations sometimes go off track. do you consider the sum total of their career accomplishments, including their rise, peak and decline, or do you put more weight on how high their absolute prime was?
in my opinion it's the former, which is why I don't think Tiger quite makes it, unless he has some sort of miraculous rebirth. it's also why I hate things like PPG/GPG averages being used, because that favors players that retired early.
