What they really need is to do a better job defining the blue line. If the goal line is a plane that extends upward, the blue line should be as well. If a skate would be ruled onside on the ice, it's stupid if it's offside because the skate was slightly off the ice. Especially since there's no real way to determine if the skate was or wasn't in the air.
