I've seen them and heard them in conferderation, nose hill and shouldice parks. I agree that mostly they're just creepy. Sometimes I've been followed, like a hundred metres or so behind, and seen a couple watching me. I've never actually been confronted, or felt threatened by an individual or a pack of them. My impression is that they aren't dangerous to adult humans.
