their 'rotation' is not set in stone, and also with the presidency up for grabs in 2015 I would imagine a lot of things are on the table for votes (i.e Platini badly needs all of Europe to have any hope of winning)

and Uruguay wont matter, whether they have to do it joint with Argentina or whatever, the final will be played in Uruguay, Fifa is nothing if not traditional
