The area around Samana and Santo Domingo is like that. I think it's due to how many people are there. They are working to try and clean up those beaches but the beaches in Punta Cana are pristine and have amazing sand. The northern coast is more for eco-tourism than beach relaxing like the south east coast. Last time we were there we stayed at the Dreams Palm Beach and they have a nature reserve next door. 5 Minute walk into town and right by the marina.
