No, it's set by the cap average of the contract, you dummy. Thirdly, does anyone use offer sheet totals as arbitration figures or comparables? Highly unlikely. Everybody knows its a distortion of value.
I don't disagree with the general premise -- that the organization is perhaps deluding itself at present -- but his points are just wrong or contradictory.

the point was setting the market for a 50 pt two way centerman (with one good year under his belt) at 6.5 million. That's the number he'll be qualified at.
