The entire budget for the Energy Efficiency Alberta Agency is $45MM. I believe this particular program is $21MM. That seems pretty low to me but, if for some magical reason, they stick to that number is the risk of that money being spent on what may be a failed experiment worth the benefit they are hoping to get out of it? To me, that dollar value represents no risk at all.

If we guess each household is a cost of $200 for sending someone out and a few free items, that's 105 000 households, or 7.5% of the province. Not sure if that is a reasonable estimate or not...
