No. You need a permit to "install, alter or add to an electrical system". Changing switches and plugs, thermostats, light fixtures is not altering the "system". You don't need a permit to replace stuff that doesn't alter it's use...so light bulbs, thermostats, even new low voltage lighting etc are ok to replace without permits.

So by altering the current drawn by a circuit through changing a bulb isn't altering your system? Gonna need a citation where it says that in the code book. Like I said it's an overlooked rule but it's definitely a modification/alteration.
