I am pretty sure those vouchers are part of a ticket promo that the Flames offer specific ticket holders in specific area's of the Dome. I don't see them offering too many out there for free.
If you look at the Ticket Exchange forum there are always CP fans who are selling the tickets and vouchers together on game day.
