Switching to LEDs only makes sense if you have a very large building. Going from the T5 to the LED version of the T5 will save us $8k per year in lighting costs. And Manitoba Hydro pays for the replacement.
But on the home side? Would be a better idea to just slightly subsidize the LED lights people can buy if you really want them to use it instead of subsidizing all the stuff mentioned in the OP.
