Did Jimmy really turn over a new leaf though? When the show starts, he's using the skateboarders to try and scam his way in to some clients. He used the billboard publicity stunt to drum up business. And when he learns that Chuck had been working against him for years, the first thing he does is return to Chicago and re-live his cons with Marco.
Chuck's a jerk, but he wasn't really wrong about Jimmy, either. Especially when you consider we all know where Jimmy ends up.
