I think you need to provide more details on the underlying issues that your Board faced before we can comment fairily.
Sounds like your place was new and went through a lot of the usual growing pains of needing to find a reserve fund report engineer (yes that is a normal expense) and possibly dealing with costs not forecasted by the developer (happens all the time unfortunately....) leading to a big hike in fees (also happens all the time).
It sounds like there were some new expenses for the condo complex, rekeying, balcony repairs. If these were valid expenses that needed to be done - why are you opposed to them?
One of a few reasons why I advise people to stay away from new build condos... those first 2-3 years are absolute chaos from a Board perspective.
