I can see the NHL wanting to protect the Sabres as they have a relatively small base to draw from, but eventually the NHL has to draw the line with the Leafs and consider what is best for the league. Having one team "hog" a potential fanbase of 5 million when they can't possibly draw as much overall revenue that 2 would be able to from the same market, doesn't seem like the best idea. Many people in the GTA are essentially isolated from the Leafs because accessibility has moved beyond geographic descriptions.
