Because under the table payments are what matters. FIFA will be hosting back to back tournaments in the well known human rights proponents of Russia and Qatar. The Olympics went to China and Russia (and will be back in China soon), again, those wonderful respecters of human rights. So long as the bribes are there, that's what really matters. Plus the IOC owes NBC a US Olympics soon.
