I think it's much easier to sack all capitals vs control most cities. Maybe. I guess you could raze a bunch of cities to the ground but imagine a huge map with a hundred cities? Having to conquer dozens of cities? Sounds awful.

Did you ever play Civ 2. That's exactly what it was. Nuclear war was an effective method to do it quickly. I think the condition their was conquer all cities. So the hard part was finding the last few on the map. Took forever.
