54" Might be a bit big for a lady. I am 6'1" and ride a 56". Albeit fit is personal, and I like my bikes a bit on the smaller side.

Price is good, as long as it doesn't need more than a tune-up though. New Tiagra bikes generally run around 2 grand. Typically a racer/tri-athlete will never use a granny gear though.

edit: Looking at some of the upgrades though, it may have been crashed. The only reason you would dump a factory carbon fork, is if it broke.
