Looking through some of the UFAs it appears that guys that played overseas last season aren't listed at all. Maxim Lapierre for example, played 14-15 in the NHL and 15-16 in Europe, not listed in the ratings.
I don't think it really impacts me but might for teams with players currently under contract.
