There's likely some existing software out there to do what's needed, CRM is a huge industry... will probably be far cheaper than having someone basically create some custom software, even if they are using Access and VB.

I got to dabble in Act a few years ago, and it seemed pretty good.

@FanIn80 - I don't disagree with you, but I still shudder at the thought of Access.
