Is your router in your basement? If so concrete will likely mess up your wifi signal strength. My recommendation is always to put up wireless AP and use the cable modem just as a cable modem. Repeaters also need at least 50% signal strength to be somewhat effective.

-my home is a new build basement entry with nothing below grade as I'm on a 200 year floodplain.
-modem is connected in the center of the house in the basement (see attached picture
-repeater is directly above it on main floor on the floor where a desk will soon be out in the open
