That is fairly true for the most part. There are the odd ones that are indeed very rare - like that Ni No Kuni White Wizard Edition. The Destiny Ghost editions are also long gone but the odd "limited" ones pop up (PS3 recently I think).

Of course you also have the crazy versions that are never for retail like the Hunter Edition for Uncharted 2. Only 200 ever made.
